Chief Minister of Maharashtra: Policy, Development and Challenges

Maharashtra's Chief Minister A.K. Shinde assumed office on 14 December 2022, when the Maharashtra government came to power with a new coalition. Under his leadership, the state has launched several initiatives focused on economic revival, infrastructure development, and social welfare. This article reviews the major actions, achievements, and challenges of the Shinde government.

The Shinde government placed special emphasis on infrastructure projects in the 2023 financial year with a budget allocation of ₹1.2 trillion. More than ₹150 crore was invested in highways, rail networks, and water management. Additionally, under the ‘Smart City’ scheme, digital infrastructure was strengthened in Pune, Nagpur, and Nashik, improving city connectivity and public services.

In the agriculture sector, the Shinde government launched the ‘Assistant Subsidy Scheme’ in 2024, under which 3 lakh farmers received subsidies for rain‑fed farming. Under this scheme, crop insurance coverage was increased to 70 percent, reducing agricultural risk. Furthermore, a incentive of ₹50 crore was provided for agriculture‑based industries, leading to a 12 percent increase in rural employment.

In the field of social welfare, the Chief Minister implemented the ‘Education Prosperity Scheme’ in 2025, aimed at providing digital education tools in rural schools. Under this scheme, tablets and internet connections were installed in 2,500 schools, resulting in a 15 percent improvement in students’ learning efficiency. In the health sector, under ‘Health Coverage Expansion’, 300 new health centers were opened, expanding access to primary health services in rural areas.

Despite these achievements, the Shinde government is facing several challenges. Due to an economic slowdown, the state’s GDP growth rate fell to 4.5 percent in 2026, while the unemployment rate remained at 7.8 percent. The political opposition has questioned the government’s policies, demanding ‘public interest’ and ‘transparency’. Amid these challenges, the government needs to enhance transparency in policy‑making and increase public participation.

The above initiatives and challenges are influencing Maharashtra’s future development trajectory, and the Shinde government needs to adopt a balanced approach to these issues.
