Mahadi Bti 2.0, Maitri 2.0 and “Apale Sarkar 2.0” services will be integrated; the goal is to reduce the administrative burden on government offices by up to 50%.
Mumbai, (City News Mumbai)
Chief Minister Devendra Fadnavis has directed the relevant departments and MahaIT to work in mutual coordination to make all Maharashtra government services seamlessly available to citizens through digital means. He said that all pending tasks related to integrating the services of MahadiBT 2.0, Maitri 2.0, and Apale Sarkar 2.0 should be completed by 31 December, so that the digital service platform can be launched on 26 January.
A review meeting was held at Varsa Nivas in Mumbai under the chairmanship of Chief Minister Devendra Fadnavis. The meeting was attended by Deputy Chief Minister Sunetra Ajit Pawar, Minister of Electronics, Information Technology and Artificial Intelligence Advocate Ashish Shelar, and Chief Secretary of the State Service Rights Commission Manukumar Shrivastav, along with senior officials from various departments.
### End‑to‑End Digital Platform Ready
Chief Minister Fadnavis said that the government has prepared an end‑to‑end digital platform for the entire process. It is now necessary to strengthen its backend in accordance with Government Process Re‑engineering (GPR) and ensure effective access to services for citizens.
He added that once the digital system is smoothly implemented, the daily administrative burden on departments could be reduced by up to 50 percent. This would also lessen the need for citizens to repeatedly visit offices for government services.
The Chief Minister instructed departments not to change requirements repeatedly during development and to have MahaIT develop technology according to departmental needs. He also emphasized the need to maintain a regular record of departmental problems and to devise a systematic approach for timely resolution.
After a subject receives approval from the Higher Authority Committee, the relevant department must complete the governance decision process within three days. All departments should plan based on reverse time‑calculations to finish pending work on schedule.
### Citizen Satisfaction Will Be the True Measure of Success
The Chief Minister clarified that the success of the digital platform will not be determined solely by the completion of technical work. How easily citizens receive services and the quality of their experience will be the real criterion of success.
He said that until citizens provide positive feedback on services, merely completing the technical process is not sufficient.
### External Portals to Be Added by 30 November
The goal is to link external portals of various state departments to the Apale Sarkar and Maitri platforms by 30 November.
MahaIT and Maitri must also complete the development and integration of state government‑citizen and state government‑business services approved by the Higher Authority Committee within the same timeframe.
Afterwards, the following tasks are planned to be completed by 15 December:
* User Acceptance Testing (UAT). * Testing at the regional level. * Training of officials. * Preparation of user manuals. * Raising awareness among citizens about digital services.
### Review of 1,222 Services, Rationalisation of 723
To make government services simpler and more organised, a review of 1,222 services was conducted. Of these, 723 services were rationalised.
These include 32 non‑services, 83 outdated services, 51 immediate services, and 333 duplicate or complementary services.
With the approval of the Higher Authority Committee, the process for 467 services across 46 sub‑divisions is underway.
### Changes in Pension, Scholarship and Hostel Services
The meeting also discussed several new digital initiatives to make various schemes more accessible to citizens.
* Identification of pension beneficiaries: A new process is proposed to actively identify potential pension beneficiaries through a database. 8 lakh 90 thousand potential beneficiaries have been identified in the state. * Sports certificate system: The sports e‑certificate system will be linked with the State Education Board to develop a process that automatically includes verified sports scores in exam results. * 130 schemes on MahadiBT 2.0: 130 schemes from various Mahamandal organisations will be brought onto MahadiBT 2.0 with a standardised application process. * Mega‑hostel platform: An integrated “Mega‑hostel” platform will be developed for more than 1,700 hostels across nine departments. * Unified registration for contractors: An integrated registration portal with a “One Contractor – One Identification Number” system will be prepared for all government contracts.
### 32,479 Active Service Centres in the State
Maharashtra has a total of 32,479 active service centres. Of these, 17,517 centres have reported meeting the prescribed standards, while verification of 12,824 centres has been completed.
Centres are being classified based on application numbers, days of operation, approval rates, citizen feedback, and quality standards.
The centers will be divided into four categories:
* Smart
* Capable
* Emerging
* Aspiring
According to the plan, the high‑performing “Smart” service centers are slated to be honored on 26 January 2027.
The Maharashtra government’s initiative aims to make government services more accessible, transparent, and timely. Integrating digital platforms, conducting technical testing, and ensuring effective operation within the set timeline will be the key challenge for the relevant departments.
