The Consumer Affairs Department today issued a notification that introduces the Legal Metrology (Indian Standard Time) Rules, 2026. These rules are an amendment to the Legal Metrology Act of 2009 and are designed to bring greater uniformity to the measurement of time in commercial transactions. Time‑based services—such as electricity billing, parking fees, telecommunications, and public transport fares—are now required to reference Indian Standard Time (IST) as the sole standard. The notification also mandates that all digital timekeeping devices used in commerce be calibrated against IST, with periodic audits to ensure accuracy.

Key provisions of the new rules include a requirement for businesses to display the current IST on all relevant devices and receipts, a penalty framework for non‑compliance ranging from fines to revocation of licenses, and a certification process for time‑keeping equipment. The Department has clarified that any time‑based transaction must be recorded in IST to prevent disputes over billing and service duration. Enforcement will be carried out by state and central legal metrology authorities, with a dedicated helpline for consumer complaints.
