Echo of Umbrellas: New Social Security Initiative in India's Rural Areas

Chhatro Ki Goonj, the Government of India’s rural social security initiative, has brought about a remarkable change in the living standards of the rural population over the past two years. Declared at the national level on 15 August 2023, the scheme aims to reduce the risk of economic insecurity and ensure access to basic health and education services. At launch, a budget of 2,500 crore rupees was allocated to the scheme, which will provide economic assistance of 12,000 rupees per year to 12 lakh families.

The results of the Rural Poverty Survey published in 2020 played a key role in the background of the scheme. The survey found that income inequality and gaps in social security coverage were very high in rural areas, prompting the government to feel the need to create a comprehensive safety net. In this context, Chhatro Ki Goonj was designed as a multi‑tiered model, incorporating income‑based eligibility, monitoring by local bodies, and a digital payment system.

In the implementation phase, the central and state governments jointly established an integrated management platform. Through this platform, eligible families are identified, data is verified, and funds are distributed. Unique Identification (UID) and bank account linking were made mandatory for digital payments, improving transaction transparency and timeliness. Additionally, local panchayats were appointed as monitoring committees, which track the scheme’s progress at the field level.

By the end of the first year, official figures indicate that 85% of targeted families received assistance on time, while the remaining 15% experienced delays due to technical or documentary obstacles. Indices measuring improvements in health, education, and income were prepared to gauge the scheme’s impact. The initial report noted an average income increase of 7% and a 4% rise in child education rates under the scheme. Furthermore, a 6% increase in health‑insurance coverage strengthened protection for rural patients.

Subject‑matter experts believe that Chhatro Ki Goonj has established a model in the field of social security, though the need for continuous improvement is also evident. The head of an economic research institute said that data integration and strengthening of rural infrastructure will enhance the scheme’s reach and effectiveness. For future expansion, an additional budget of 1,200 crore rupees has been proposed, which could benefit 5 lakh more families. Thus, Chhatro Ki Goonj is becoming a symbol of the beginning of a new era of social security in rural India.
