High Court monitors noise pollution under the banner of festivals; court acknowledges common citizen's struggle

During various public festivals, including Ganeshotsav, the blaring “DJ”, massive‑capacity sound systems, and parades that continue late into the night have once again brought the issue of the distress caused to ordinary citizens, the elderly, patients, and children to the forefront.

Against this noise pollution, Pune‑based social activist Vidyanand Bapat has consistently raised his voice. By objecting to the DJ culture that violates regulations as well as laser shows, he faced opposition. While speaking to a news channel, he was also accused of being attacked on the highway.

Against this backdrop, the Mumbai High Court took the initiative on Tuesday to acknowledge the noise pollution, regulatory violations, and related incidents in festivals, stating that while the court does not oppose celebrations, it must ensure that the rights to peace and health of citizens are not compromised under the guise of festivities.

Now, due to the court’s aggressive step, the state government has also requested detailed information on what actions, if any, have been taken against such systems that have enjoyed bipartisan political backing. Consequently, everyone’s attention is now focused on how the administration, political leaders, and the ruling authorities will act against those who enforce regulations behind the revelry of festivals.

The issue of balancing citizens’ right to celebrate festivals with the right of other citizens to live in peace has become central because of this case. Thus, after the court’s acknowledgment, the key question is whether the noise pollution rules will remain merely on paper or will be implemented more swiftly. At the same time, Bapat’s long‑running anti‑noise campaign has received significant impetus from this judicial acknowledgment, given his stance; however, the next hearing will clarify the precise directives or measures that the court and the state government will present, thereby determining the case’s future direction.
